Hearing on former official on March 28

Imphal, Mar 19 : The Imphal bench of Gauhati High Court will hold the next hearing of a writ petition filed by Thingnam Surendra Singh — the father of slain official Thingnam Kishan — seeking registration of an FIR against then deputy commissioner of Ukhrul, Pankaj Kumar Pal, on March 28.
The Imphal bench had listed the hearing for today, but the court could not take it up as there were many court business and the hearing was postponed.
Kishan, posted at Kasom Khullen of Ukhrul district as a sub-divisional officer was abducted and killed along with two of his subordinates in February 2009 by cadres of the NSCN (I-M), allegedly for not paying money.
The family of Kishan after an inquiry into the circumstances alleged that Pal was involved in the conspiracy to abduct and kill them.
Surendra filed a complaint to then chief judicial magistrate Ukhrul, Th. Simon, seeking registration of a case against Pal who was suspended in connection with the Kishan case. The CJM forwarded the criminal complaint (no. CJM/Ukhrul/09/49) to the officer in charge of Ukhrul police station.
As no FIR was registered against the deputy commissioner, the father filed a writ petition in the high court the same year praying for registration of a criminal case against Pal in the same year.
Pal, who was moved to Bihar last year, was recently in the news when a school principal in Gopalganj, Madhuprabha Singh, allegedly tried to slap him after an altercation over use of unfair means by intermediate examinees. A case was lodged against the principal. She has been arrested and sent to jail.
Khaidem, counsel of the petitioner, said the court could not take up the case today as there were many cases and it was postponed on March 28.
Protest threat
The Apunba Manipur Kanba Ima Lup, a women’s organisation, today threatened to launch a statewide agitation if Moirangthem Landhoni Devi, the wife of a UNLF cadre was not freed unconditionally by the National Investigation Agency.
Landhoni was arrested along with some other cadres from Guwahati while she went there to meet her husband Moirangthem Jiten, a UNLF cadre, in August last year. She claimed she was not a militant and pleaded innocent.
Landhoni has been fasting for many days after her bail was denied. She is now in Gauhati Medical College and Hospital.
“Landhoni committed no crime. She is only wife of a militant and she was arrested while going to meet her husband. If she is not released unconditionally we will launch a mass movement in Manipur,” Ph. Sakhi, the president of the women’s organisation, warned today.
