Rs. 733 crore supplementary demands for grant passed

IMPHAL, March 12 : A Sum of Rs. 7335,286,000 for supplementary demands for grant 2009-2010 passed today by the Assembly unanimously after long discussion and voting, on 3rd day sitting of the 7th session of the 9th Manipur Legislative Assembly 2nd part.

Altogether 33 demands various departments was passed which includes Rs.28,8000 for Secretariat, Rs.26,51,80,000 for Finance department, Rs. 1971,20,000 for the Transport dept, Rs.198,49,000 for Police dept, Rs. 59,45,59,000 for the Public Works Department, Rs.774,47,000 for Education dept, Rs.659,99000 for Medical health and family Welfare Service, Rs. 5960,45,000 for Municipal Administration Housing and Urban Development, Rs.70,40,000 for Labour and Employment.

Another Rs.3652,38,000 for Development of Tribal and Schedule Caste, Rs.331,28,000 for Consumers Affair Food and Public Distribution, Rs.1990,55,00 for Agriculture dept, Rs.8,00,000 for Animal Husbandry and veterinary including Dairy Farming, Rs.433,04,000 for Environment and forest, Rs.1015,57,000 for Community Development and ANP.IRDP and NREP, Rs.15,50,000 for Commerce and Industries.

Also passed were Rs.7047,19,000 for Public Health Engineering, Rs.15241,03,000 for Power dept, Rs.1135,02,000 for Youth Affair and Sport dept, Rs.116,65,000 for Election, Rs.7163,34,000 for General Economic Service and Planning, Rs.36,67,000 for Fire protection and Control, Rs.240,66,000 for Rehabilitation, Rs.761,16,000 for Minor Irrigation dept, Rs.174,37,000 for Fisheries dept, Rs.283,68,000 for Panchayat, Rs.28,000 for Sericulture dept, Rs.3826,83,000 for Irrigation and Flood Control dept, Rs.109,90,000 for Art and Culture dept, Rs.200,98,000 for  Horticulture and Soil Conservation dept, Rs.4103,30,000 for Social Welfare dept, Rs.3445,50,000 for Tourism dept, Rs.197,17,000 for Science and Technology and Information Technology dept, Rs.3275,45,000 for Welfare of Minorities and Other Backward Classes and Rs.312,39,00 for Relief and Disaster Management were passed to defray the charges which will come in course of payment during the financial year ending 31st March 2010 in respect.

Before passing the Supplementary demand for grants 2009-2010 of Rs.7335,286,000 from the opposition side MLAs like O.Joy, Dr. Khasim Ruivah, Morung Makunga, Dr. I. Ibohalbi, RK. Anand, give their observation over the bills of various dept.

Senior opposition leader MLA O.Joy also mention about the unfortunate incident of shooting and injuring one advocate of Guwahati High Court and urge the ministers to behave as ministers the representative of people’s not other.

He further urges the government to develop the State Tourism centre as the tourism can brought changes the state. About the state life line National highways he said that improvement of these two roads is a must, and requested to the hill MLAs to cooperate the works taken up on these roads. He further again said that before rainy session and flood arrive the concern dept is need to take up preventive measurement like by constructing retaining wall in both side of the river bank, and also added that lets stop sanctioning money only in time of floods.

While clarifying the observation of the MLAs chief minister O.Ibobi said that, about land acquisition for integrated check post at Moreh, the compensation about Rs.21 crore was started giving to the land owners but due to some threaten from one militant outfit under SoO demanded for percentage, and so the govt. has stopped the distribution of compensation to the land owners but under an objective to give to real land owner govt. is trying and further added that at Churachandpur one of the militants outfit under SoO had collected about Rs.4 crores from one banks and later recollected and so if the underground militants who were under SoO continuous violation against the agreement then the govt. will review the SoO said.

CM further said that about the MSRTC land in Manipur which are today not in used are planning to use for shopping and parking of passengers service vehicle and at present these govt. land are preserving. And about the Pallet Bridge the concern dept had started works but about the Lokchao bridge due to the Ministry of Surface Transport said the bridge is planning to construct a new with low amount and short bridge.

About the education system in the state Manipur CM further clarify that the govt. needs to survey and verify about the lack of teachers in the state and after the report the govt. can consult  whether to enrolled teachers or not. And about the Health dept he further said that at present the state govt is going to took above 400 medical officers including some specialist. And these doctors about half will post at each hill district said.

And further said that the govt. is targeting to electrified all the village of Manipur in year 2010 and further targeted to make all houses to be a consumer of electricity in year 2012 under the Govt. of India Scheme. And also mentioned that for the collection of the power supply taxs from the consumers, Centre govt has approved to launch a Magistrate in Manipur and very soon a separate Magistrate is going to establish to look up about the power consumption against the defaulters.

Clarifying the motion move by the opposition members Chief Minister further said that for more transparency on the election the state government had started taking photo in both hill and valley areas. And about the Redland Meghalaya, Shillong CM said that the state govt is planning to construct a Maniput Bhavan, and about the present issue the govt is is going to fight throught legal authorities said.

And lastly CM said that the govt is also planning to increase one fire service to all station of hill areas.
