Imphal, February 4 : THE ALL Manipur United Club Organisation (AMUCO) has said that the statement of the Assam Rifles authority which said in the wake of the stand-off between the 17 AR and the NSCN (IM) at Shiroy in Ukhrul that there are designated camps of the NSCN (IM) in Chandel, Tamenglong and Senapati districts of Manipur shows that the people of Manipur have been deceived.
In a press statement, the AMUCO publicity secretary, Tompok Likmabam said that even if the AR has pretended to protect the integrity of Manipur by asking the NSCN (IM) not to set up a camp at Shiroy, the Assam Rifles have committed state-terrorism on the other hand by killing people after arresting them on daily basis in other parts of the state, particularly in the valley areas.
It said that National political leaders have made different statement to the people of Manipur on the issue of the State territorial integrity while they made contrasting statements to the neighbouring states of the North East.
It charged that they have been trying to sow enmity amongst the different states of the North East.
It said that the Government of India is playing with the territorial integrity of Manipur and human rights of the people at will.
The statement said that Shiroy seems not belonging to Manipur and the issue also seems to have not taken place within Manipur while the Manipur Government pretends not to see and hear even if all the happening took place before its eyes at the same time the security forces speak whatever they like and act whatever they will.
It said that the people of Manipur have no reason to keep trust upon the Government of India in the issue of Manipur territorial integrity.
It also conveyed that the there is no retreat in the people's pledge to protect the land, integrity and their aspiration to live together as one, which have been shown on earlier occasions, till now.
The people are united in their stand.
It further calls for the end of the stand-off, which has been staged like a carnival at Shiroy, at the earliest so as to let the people live in peace.
It said that by terrorizing and cultivating mistrust among the local people there, disturbing in their daily affairs of searching for their livelihood and not enabling the villagers to go to schools and colleges the forces are violating the rights of the local people while calling for the immediate end of the stand-off.
It also appealed the people of Manipur to stand united and face any challenge that might disturb the integrity of the people cautiously and prepared to face in unison.

Siroy forces reject rebel demand
Imphal, Jan 28 : Naga militants holed up in a camp in Ukhrul’s Siroy today agreed to move out if they were allowed to shift to another village and not to a designated camp — a demand the Assam Rifles rejected.
The 17 Assam Rifles surrounded the camp of the National Socialist Council of Nagalim (Isak-Muivah) on January 18 after the militants, who are not supposed to set up camps outside Nagaland according to ceasefire ground rules, refused to surrender their weapons.
The Assam Rifles public relations office this afternoon issued a statement rejecting the NSCN (I-M) demand of shifting to another village.
“The NSCN (I-M) authorities have intimated that they (the cadres) would not move to any of the designated camps and their cadres would move to yet another village with arms, ammunition explosives. Obviously this proposal cannot be accepted as no armed cadres can be permitted to move in any of these areas,” the statement said.
On January 23, the NSCN (I-M) sought “safe passage” out of Siroy — a request the Assam Rifles accepted “as a one-time measure” to allow the militants to move to any one of their designated camps with their weapons.
The Assam Rifles today said the army and the paramilitary forces “have gone out of their way” to help the people of Siroy. “NSCN (I-M) armed cadres, if allowed to remain in these areas, will affect the security situation and the peaceful environment and hence, (that) cannot be permitted,” the statement said.
The forces will continue to cordon the area until the rebels either surrender their weapons and leave or move to any of the designated camps with their weapons.
Naga women, who formed a wall between the rebels and forces to pre-empt clashes, continued to keep vigil today.
Hundreds of Naga villagers, under the Co-ordinating Committee on Siroy Siege, today held a sit-in on Gandhi Avenue at the district headquarters demanding withdrawal of the troops from the area to allow the NSCN (I-M) cadres to leave.
“The sit-in was organised to put pressure on the Assam Rifles personnel to allow the cadres to leave by withdrawing first from the area,” a spokesperson of the committee said over phone.
“We believe once the Assam Rifles withdraw, the cadres will go away. So the civil society groups of Ukhrul have been urging the Assam Rifles to vacate the area first,” a resident of Ukhrul, T. Shimary, said.
